Cotton lawn is a lightweight, silky substate similar to a voile or batiste. It has a higher thread count and smaller yarns, resulting in a silky smooth, crisp yet delicate fabric. That combination adds strength and creates a silky feel that lends itself to a variety of garment sewing and quilting applications. I generally recommend using a small needle, maybe a 70/10 or the smallest Universal needle you can find and 60-weight thread. (Remember, that with thread, a smaller weight number indicates a heavier thread. This means that 60-weight is going to be a bit lighter than a more standard, all-purpose thread).
